Merritt is a Principal in the Office of the CISO at Amazon Web Services.
Merritt most recently served at the Federal Communications Commission, where she advised on technology, security, and network reliability. She has worked in headquarters of DHS' Cybersecurity & Infrastructure Security Agency (CISA), including the lead civilian cyber incident response center National Cybersecurity and Communications Integration Center (NCCIC), and its components US-CERT and ICS-CERT, to coordinate the national level response to cyber incidents. She worked to optimize information sharing, including automated cyber threat indicator sharing; to promote cybersecurity best practices, with reference to the NIST Cybersecurity Framework; and to foster big thinking around cutting edge issues including security for cloud, mobile, IoT, and ICS. She assisted with the drafting of December 2014 FISMA reform and the NCPA, which codified the role of the NCCIC as a hub for civilian executive branch cybersecurity.
As a Founding Partner at business accelerator coVenturr, Merritt built young companies from the ground up, infusing expert knowledge in the law, market strategy, and policy implications of technology.
She is also an Adjunct Professor of Cybercime at Penn State Law School.
